Voice source and target
Rebags' actors are said to be "voice source" when they are allowed to express their opinion on a given policy or actor.
Rebags actors are said to be "voice target" when their actions are the object of evaluation by other (voice originating) actors.
Some actors can be both "voice source" and "voice target". For example, an administrator can express an opinion on the firm she is interacting with, and vice versa.

Public Sector
Administrations
The originating administration is that public administration responsable of a policy. Policies may be originated by more than one administration. However, in the choice of policy granularity, responsability for policies should be identifiable as well as possible.
Administrators
Administrators may belong to one or more administration. Within each one they have one or more roles. They may change both role within an administration, and administration. Memory is kept of such changes.
Administrators are voice source with respect to the firms executing the policies originated by their administration.
Administrators are voice target for the firms executing the policies that their administration originate.
Political Parties
Political parties are recorded together with their date of beginning and, eventually, end. Political parties who change their names, nature, or merge into different political parties, are connected with the latter by a common origin relation. A given political party may have an origin common to more than one older parties (for example, when two parties merge to create a new one).
Politicians
Politicians belong to one political parties. They can change political party, and memory is kept of such changes. They may also belong to one or more administration. Their role and their administration may change in time. A politician with no role within an administration is irrelevant.
Private sector
Firms
An executing firm, with respect to a policy, is a firm in charge of the execution of (part of) a policy. A policy may have more executing firms. An executing firm is a voice target firm for the policy originating administrators (? or administrations ?).
Firms' officials
Firms' officials belong to one or more firm. They can change both role within a firm, and firm. Memory is kept of such changes.
Constituencies
A policy's constituency is that set of actors who are influenced by the policy. For example, if the policy is a school, its consitituency could be defined by the people living in the same municipalities where the school is built. For more important public works, say, a freeway, the constituency may include people leaving far away from it. In the case of a job placement service, its constituency could be the set of unemployed persons. A constituency for a given policy is determined using the constituency manager.
Constituency representatives organizations
Several non profit organization, such as consumers' organizations, could be allowed to voice their opinions on target policies.
Constituency members
Constituency members are both the individual persons affected by given policy, and their representing organizations.
Constituency representatives' members
Individual persons can voice their opinion both singularly, and by taking part in a Constituency representative's organization.
