Budgeting

Budgeting occurs at two levels.

At the policy level, it records all cash inflows and outflows (including where they come from).

At the aggregate level, it measures the public administration budget, in a framework where all the administrations activities are either projects or programs.

It could allow for the management of the budget law, in a context of participatory budgeting (possibly integrated in a broader participatory design framework).
