Rebag is based on the presence of structured “voice” activities, i.e., on procedures that allow citizens to express structured opinions on policies affecting them, within a framework where such opinions are made to import. When voice is on realized policies, it provides ex-post control of them, but it also places ex-ante incentives because it may affect an administrator’s prospects of being promoted, or a politician’s chances of being reelected. Voice activities, however, could be also allowed during the policy design phase, creating room for “participatory design” practices. When this is possible, and when the financial aspect of alternative policies is adequately aggregated and made public, Rebag allows for “participatory budgeting” activities.
